The video above includes a statement that the council had prepared a scheme that would cost £55,000 and that this scheme would totally overhaul the property and bring it back up to a good standard.

The reliance of the council on this scheme is fraught with difficulties as it was prepared by a temporary employee working in the grants department, as a desk study in November 2009. This scheme was deemed as merely cosmetic and the council’s surveyors themselves commented that these works alone would not bring the property to the required fitness standard.

Detailed schemes were provided by various consulting engineers which all stressed that a side extension would be essential and would provide a buttress to the now exposed party wall as the best technical means of achieving stability by creating a gable wall but this was not part of the scheme prepared by the council.
